RESOURCE ALLOCATION GUIDELINES FOR A DEVOLVED HEALTH SYSTEM FOR MINISTRY OF HEALTH, KENYA

The Ministries in Health are in the process of restructuring the health system in line with devolved structure of Government as contained in the new constitution of Kenya.  Health resource allocation will therefore be centered on two levels of Government; National and county level. In order to ensure equitable distribution of health resources as envisaged by the Constitution of Kenya, Vision 2030 and Kenya Health Policy Framework 1994-2010, MoH requires ‘needs’ based resource allocation system for county Governments. Health resources (health workers, health facilities, health products and technologies are currently inequitably distributed across counties in Kenya.

This calls for MEDS to fully embrace quality management systems so as to consistently and continually offer services that are of high quality.
